<strong>Who Makes Up the San Diego Association of Governments (SANDAG)?</strong>
</p><p>
The 18 cities and county government are SANDAG serving as the forum for regional decision-making. SANDAG builds consensus, makes strategic plans, obtains and allocates resources, plans, engineers, and builds public transportation, and provides information on a broad range of topics pertinent to the region's quality of life.
</p><p>
SANDAG is governed by a Board of Directors composed of mayors, councilmembers, and county supervisors from each of the region's 19 local governments. Supplementing these voting members are advisory representatives from Imperial County, the U.S. Department of Defense, Caltrans, San Diego Unified Port District, Metropolitan Transit System, North County Transit District, San Diego County Water Authority, Southern California Tribal Chairmen's Association, and Mexico. The Board of Directors is assisted by a professional staff of planners, engineers, and research specialists.

<strong>Programs and Services:</strong>

<u>Transportation:</u></p><p>
      
As the regional planning agency for transportation, SANDAG allocates millions of dollars each year in local, state, and federal funds for the region's transportation network. SANDAG develops the Regional Transportation Plan to implement a long-range vision for buses, the Trolley, rail, highways, major streets, bicycle travel, walking, goods movement, and airport services.
 </p><p>
<u>Housing:</u></p><p>
 
SANDAG, along with a coalition of business leaders, lenders, developers, realtors, environmentalists, housing advocates, and elected officials, is working to increase the supply and affordability of homes in the San Diego region.

<strong>What DMV Does</strong>
</p><p>
DMV registers vehicles in California and licenses their drivers. This amounts to about 33 million vehicles registered and approximately 23 million licensed drivers.

<u>Other major DMV functions include:</u>

 <li>Maintaining driving records (accidents and convictions) of licensed drivers

 <li>Licensing and regulating vehicle manufacturers, transporters, dealers, distributors, vehicle salespeople, and dismantlers

 <li>Investigating consumer complaints
 <li>Maintaining records in accordance with the law
 <li>Collects approximately $6.5 billion in revenues annually

Gregory J. Smith, is the San Diego Assessor/Recorder/County Clerk. He has been with the County since 1977 and has been the County Assessor since 1983. Prior to that, he worked for the cities of Chula Vista and Sausalito. Greg received his Masters in Public Administration from San Diego State University where he is currently a part-time evening faculty member. In June of 1994, Greg was elected the Assessor/Recorder/ County Clerk for the County of San Diego and assumed the duties of Recorder/County Clerk in addition to his duties as County Assessor.
</p><p>
DUTIES: The primary responsibilities of the Assessor/Recorder/County Clerk include:
</p><p>
ASSESSOR - locate, identify and appraise all vacant land, improved real estate, business property, and certain mobile homes, boats and aircraft for property tax purposes.
</p><p>
RECORDER - duties include accepting and recording legal instruments (documents) required by law upon payment of proper fees and taxes. Functions include the maintenance of birth, marriage and death records and indexes for San Diego County.
</p><p>
COUNTY CLERK - functions include issuing marriage licenses and performing civil marriage ceremonies; registering Fictitious Business Name Statements, notaries public, process servers and professional photocopiers.
</p><p>

We are responsible for administering two of California's major tax programs: Personal Income Tax and the Corporation Tax.
